How to Play Build That Wall
The goal of Build That Wall is to be the first player to construct the most miles of walls while sabotaging your opponents and protecting your own progress.
Setup:

Shuffle the deck thoroughly.

Deal 5 cards to each player.

Place the remaining deck face down in the center of the table.

The game is designed for 2 to 6 players, with 3 or 4 players being optimal.

Play Time:15 - 45 minutes.

Starting The Game:

The player to the left of the dealer goes first.

Play proceeds clockwise around the table.
Taking Your Turn:

First Turn: Execute all “Play Immediately” cards in your hand before starting your turn.

Start of Turn: Draw three cards from the deck. If any “Play Immediately” cards are drawn, execute them before continuing.

Continuing Your Turn: Play up to three actions (playing cards, building walls, etc.). Actions can be skipped if the player chooses.

Building a Wall: Discard a “Man Hour” card or three “Wall Section” cards to build one “WallSection”. Place your built “Wall Section” face up in front of you.

Playing Cards: Read each card’s instructions for its unique use. Discard a card to play it, unless otherwise specified.
Card Management:
Shuffle the discard pile to form a new draw pile when the original draw pile runs out.
Ending the Game (Choose Option 1 or 2):
Option 1: The game ends when a player completes 3matching sets of walls
Option 2 (Faster Play): When the draw pile is exhaust-ed once or twice and the final card is drawn. The remaining players get one final turn.
The player with the most miles of wall at the end of the game is the winner.
Card Actions:
Each card uses an action, except for “Play Immediately,” “Self-Defense,”“Savings,” and “Wall Section” cards, unless otherwise stated on the card. Read each card’s instructions for its unique effect. Once any card has been laid, the play is done and it can’t be changed.

Debt: Take a built wall section of your choice from an opponent and add it to one of your own wall sections. Your opponent can block this card with a Savings card. Debt cards do not work on complete wall sets. Self-Defense has no effect on debt.

Man Hour: This card is used for the labor to build a wall. Discard when laying a wall card.

Savings: This card is used to cover a debt. Use anytime a Debt is played on you. Discard when used.

Self-Defense:This card stops any bad effect directed at you, unless otherwise stated on the attacking card. Discard when used.

Trump: Discard this card to draw 3 more cards from the draw pile.

Trump Train: Discard this card to draw 3 more cards from the draw pile, or place it on a built wall set of 2 to protect it like it is a set of When your third wall section is placed you can move the Trump Train to another set of 2, or discard the Trump Train.

Wall Section: This card does not use an action. When building a “Wall Section,” place it face up in front of you. If you already have a matching “Wall Section,” stack the new one on top of it. 1 wall section equals 3 miles of wall, 2 sections of the same wall equal 8 miles of wall, and 3 sections of the same wall equal 16 miles of wall. Three sections complete a wall set. A completed wall set can’t be taken or destroyed. Two "Wall Sections" can be discarded from your hand to use as a Man Hour, this uses one action.
Special Cards:

Assassin: Build 2 sections of wall using no actions or Man Hours.

Chinese Spy Balloon: Take all Trump and Trump Train cards from a player of your choice, or remove a Trump Train from an opponent’s wall set and discard it.

Controlled Opposition: Take two cards from a player of your choice.

Democrat Border: Place in front of an opponent anytime during the game. This card does not use an action. The player that this card is played on, only gets 1 action that turn.

Freedom of the Press: You have 30 seconds to select 4 cards from the discard and/or draw pile to put in jail (out of play) for 3 rounds. If 30 seconds expire before all 4 cards are selected you can only jail the cards you have selected in the time limit. Shuffle and replace the draw pile. Place this card on top of the jailed cards in the middle of the table. After 3 rounds, place this card and jailed cards in the discard pile.

Legal Immigration: Discard and use one action to construct any three wall sections.

Puppeteer: Place this card in front of any opponent. The player that this card is played on only gets 1 action on their next turn.

Quarantine: Place this card in front of any opponent. They must skip their next turn. Discard after turn has been skipped.

Stimulus Check: Discard this card to draw three cards from an opponent of your choice. This card does not use an action and “Self Defense” can’t be used to stop it. "Self Defense" can’t be used to stop this card.

Supreme Court Nominee: You have 30 seconds to select any 3 cards from the draw pile. If 30 seconds expire before 3 cards are selected you can only take the cards you have already selected. After Shuffle and replace the draw pile.

Toilet Paper: Any sets of 2 or 3 of the same wall in hand, may be built with a single action per set. No Man Hours are needed to build the walls. Discard this card after it is used.

Vote Recount: You have 30 seconds to select any 3 cards from the discard pile. If 30 seconds expire before 3 cards are selected you can only take the cards you have already selected.

Voting Machine: This card works as a Man Hour and can build two wall sections with one action.
Play Immediately Cards:
These cards have a red title and say “PLAY IMMEDIATELY” at the bottom. They must be executed as soon as they are drawn or at the start of your first turn. They do not use an action. They often but not always attack the player that drew them.

Abduction: Discard a man hour card.

Afghanistan Pull Out: Give one of your built sections of wall to another player of your choice. Sets of 3 are safe.

Deep State: Distribute your hand around the table starting with the person to your left. If you have enough cards to get back to yourself then you can give yourself a card. Continue around the table until your original hand is gone. Pick up the cards you gave yourself and continue your turn. Note: You can choose which cards each player gets.

Fake News: All players must hand over a Wall Section, Trump card, or Trump Train card to the player(s) with the fewest miles of wall built. If all players have equal miles, this card has no effect. Self-Defense can’t be used to stop this card.

Law-fare: Distribute wall cards in hand around the table. If you have enough cards to get back to yourself then you can give yourself a card. Continue around the table until your original hand is gone. Pick up the cards you gave yourself and continue your turn. Note: You can choose which cards each player gets. Self-Defense can’t be used to stop this card.

Mostly Peaceful Riot: All players must pull one constructed Wall Section of their choice back into their hand. If you only have complete sets of 3, your walls are safe.

Redistribution: The person(s) with the most cards in hand must distribute all cards in hand around the table. If you have enough cards to get back to yourself then you can give yourself a card. Continue around the table until your original hand is gone. Pick up the cards you gave yourself and continue your turn. Note: You can choose which cards each player gets. Self Defense can’t be used to stop this card.

Trafficking: Distribute savings, Trump, Trump Train, and Man Hour cards around the table. If you have enough cards to get back to your self then you can give yourself a card. Continue around the table until your original hand is gone. Pick up the cards you gave yourself and continue your turn. Note: You can choose which cards each player gets.
